Can I still find my iphone 5 IOS7 if someone has taken out the SIM?

You can only use Find My Phone if your phone is connected to the Internet, using either WiFi or 3G. I suspect your phone has either been turned off or it has run out of battery. Either defeats Find My Phone. Since you're running iOS 7.0, the phone will be useless to anyone but you, as it cannot be re-activated without knowing your Apple ID/Password.

And, yes, there are ways around the Activation Lock. There are ways around anything. All the Activation Lock is intended to do is to deter theft. To be honest, anyone with the technical know-how to do so would be able to make far more money legitimately than they would by boosting iPhones.

There is, currently, no known way to bypass Activation Lock.

Nope. There is actually a way to bypass the Activation Lock, and one of those ways is to contact Apple Support, provide proof of purchase, and submit the request. That's the legal, official, Apple-supported way.
