Font Squirrel has an online converter. As they note on the page, check to make sure you aren't using the font without permission. Font Book can display the copyright and usage rights.

Doesn't say a whole lot, does it? In general though, fonts included with OS X can be used for most purposes without retaining additional rights. From the Snow Leopard license agreement:
D. Fonts. Subject to the terms and conditions of this License, you may use the fonts included with the Apple Software to display and print content while running the Apple Software; however, you may only embed fonts in content if that is permitted by the embedding restrictions accompanying the font in question. These embedding restrictions can be found in the Font Book/Preview/Show Font Info panel.
Since there are no restrictions listed in the Info panel data you posted, you may be able to assume there are none. However, the license does say for embedding, which would be a PDF or other format where the font is embedded in a document you distribute, but cannot be used as a stand alone font by the recipient. It's not clear if you are allowed to convert any fonts OS X comes with for use as a web font.
On the other hand, a web font is also useless to anyone else as a font to be used on your computer. They're really only usable for display on a web page, so in a sense, are embedded and can only be used for display or printing the page. I'm no lawyer, so don't take my comments as gospel. You'll have to decide for yourself if you feel it falls under legal use, or contact Apple and ask.
Edit: Couldn't say how the font would translate. At 55 MB, it's huge for a font. Normally, web fonts are very lean, so a converted font may strip most of the extended characters. You'll just have to try it and see what the results are.

I recommend you not use a font designed for Chinese to display Latin text. Since the font is not really intended for that, the potential for errors in the Latin part of the font is higher than otherwise, and you may find that some characters, especially punctuation, do not behave as you would expect, since Chinese may use them differently.
Surely you can easily find a Latin webfont that would meet your needs, for instance at Google Fonts.
Just stumbled on this page looking for an answer to a similar question. Turns out that what you want is Century Gothic. Identical (as far as I can tell) to the Latin portion of Heiti.
