Apple TVSo just the home screen then.
Try the following steps, check whether things are working after each step where appropriate, before trying the next.
1. Check AirPlay is turned on on the Apple TV (turn it off and on if it already is)
2. Check that both devices are on the same network (Settings > Wifi, on the mobile device and Settings > General > Network, on the Apple TV).
3. Restart the Apple TV (Settings > General > Restart).
4. Restart the Apple TV by removing ALL the cables for 30 seconds.
5. Restart your router. (Also try removing it’s power cord for at least 30 seconds)
6. Restart your mobile device.

Nov 12, 2013 1:58 PM in response to Rogers 2090by BTTF1977,Having the exact same issue here. It will work right after restarting the iPad, but after a few times of turning mirroring on and off it will revert to only displaying the black screen.

Dec 2, 2013 9:02 PM in response to Rogers 2090by KevinLewis,Yeah, I have the same issues. I contacted Apple because I didn't have the Apple Care on it they could only do but so much. The only thing that worked for me was like other said rebooting the Apple T.V or device. I mention to them that I didn't have this problem in previous version but, they insisted that I just reboot one or all of the devices. Hopefully they find a fix.

Dec 12, 2013 8:27 AM in response to Rogers 2090by Riley2014,I am having the same issue, when switching mirroring or airplay on and off. After several on and off switches the Apple TV screen goes black and one of the devices needs to be rebooted.

Dec 13, 2013 7:19 PM in response to Rogers 2090by topasna,I found when I tried to mirror shows from Apps like the CW or Amazon the screen would go black while my mirroring was on BUT when I turned off mirroring the shows came up on airplay perfectly.
Not sure but I am guessing it has something to do with new IOS 7.0 because I am sure I always mirrored in the past.
It just seems I no longer have to use the mirroring feature when I do any airplay.
