About a month ago, my iPhone was damaged by water and I haven't had the money to replace it. I am currently using an old Blackberry Curve phone. I wanted to know if there is anyway I can retrieve the photos that were in my iCloud?

Not unless you have shared albums to public websites or unless someone lets you use their device to log in and recover your photos.
I'm currently on an iPad. Would this help or should use someone's iPhone?
Yes you can log into your account on the iPad with the owners permission, they may need to provide their password to remove their account first.
You need to do this quickly, your photos are only in photo stream for 30 days.
