i have a brand new imac 27 2013 equiped with an NVIDIA GeForce GT 755M 1024 MB and was wondering is it posible to upgrade to a gtx 780 4gb? and would i have to special order the video card from apple? if not where?
iMacs do not have upgradable components. You use to be able to add RAM, but that is not an option anymore on new iMacs, and video cards have never been upgradable with iMacs.
The Mac Pro is the only Mac that can different components upgraded.
Yes you can upgrade your iMac RAM and video card on 2009 iMacs and newer. I have upgraded my RAM from 4GB to 20GB and will upgrade to 32 once money is available. Ramjet is the best place to get ram and they are great to work with. Also, ifixit can show you how to replace your video card. See this link...

You cannot upgrade anything other than RAM in the 27 inch screen iMacs.
As far as your 2013 model iMac is concerned, opening this iMac up to do anything , but installing RAM, WILL void the remainder of your AppleCare warranty and any future extended AppleCare warranty that you may want to purchase (I strongly recommend purchasing and registering for extended AppleCare warranty before your first, free year of AppleCare ends) as well as any future Apple repair or replacement support.
The time to get the 4 GB VRAM GPU was at the time of ordering and purchase.
If you do not like the iMac you have because you aren't happy with the video performance, sell this iMac and use the proceeds to order and purchase another new iMac with the faster and more powerful GPU option.

I just upgraded RAM on my late 2013 27" iMac no problem. The Crucial memory specified doesn't fit but RamJet worked fine.
