Security Question Reset Email didnt come up

My whole problem is that i made an apple account much before the whole security queston thing and when it came along they didnt even ask me for them or i have extremely bad memory, so in my situation i couldnt buy anything. I went to the apple website and sent the reset security email to my email, which never came up for 2 months, and i checked all the folders. So then i emailed the support team twice and they told me the same thing, i have to fill in the security question, but that doesnt help me. So someone told me to phone to apple store, but they said i needed to atleast know one of the answers if i didnt have a crdit card, just great -_- i dont have a crdit card and i dont have any answers, so im in a bit of a tight space here. Someone please just help me get this over and done with! :/
