Personal Hotspot missing

I have the iphone 4 and the latest iOS 7.0.3 and the personal hotspot is missing from my iphone. I've tried resetting my iphone and it's still missing. Any ideas?

When i go to Settings - Cellular then there's no personal hotspot option.
We know, you stated such in your initial post. Did you bother to read that support article? Do you meet the requirements? Does your carrier offer Personal Hotspot? If they do, is such properly provisioned on your account?
Hey wjosten, you seem to know a lot about it, maybe you'll be able to give me a hand, or anybody's help would be welcome.
I am experiencing the same issues as demi1123, I cant find personnal hotspot in my iPhone 4 on IOS 7.O.3?
It doesnt appear in "Settings" and either in "Settings->Celullar". I've read that its supposed to be between "Data Roaming" and "CALL TIME". But I have nothing there.
I tried everything I could:
-reboot the phone
-diseable/enable celullar data
-ring my service provider to make sure it was activated (they ansered me that it was activated by default)
-restore my iPhone through iTunes
-press Home and the top button during 10 sec
I am running out of solution.

I took an appointment with genius bar but if anybody could help before then it would be really appreciated.

The thing I like about this place is that I get to chose who to help or not help. I asked you in my initial post if all of those requirements were met...called basic troubleshooting...you replied without answering. Not being a mind reader, I asked again. Now, you want to get smart with me?
