Check with your carrier to see what the problem is.

If you have a compatible iPad and Hotspot does not appear, then you likely need to pay extra to your operaor to add the feature.

There is no option for Hot Spot under Cellular Data.
My carrier say they do not control that setting. The shop I bought the sim in saif the same thing.
Is the display of the Hotspot option conditional on a setting received from a carrier ? It seems strange that this could determine iOS field displays.
One thing, the iPad was bought in America and is used in Ireland - obviously the data connection is with a Irish provider

Nov 13, 2013 10:57 AM in response to JohnHineyby Alfred DeRose,This is Apple's official Hotspot help page and their troubleshooting steps. Make sure you have walked through all of these steps. If it is still not working, let us know.
By the way, yes the menu options can be affected by the operator you use. As I said earlier, so operators make this an optional service for which they change more. The SIM card in the device can determine if this option is available.
What your operator could be telling you is that they don't limit it by charging an extra fee.
