Is this ios 7 limitation?

Yes I do. I am able to send single apps as gift. But not money amounts.
Have you checked this in both the App Store and the iTunes Store? What if you choose your AppleID at the bottom of the same page, logout, and then log back in?
Yes, tried this all. Same with itunes. Logoff-logon didnt help.
I only have 2 buttons vs. 3 described in the tutorial.
Very odd - only other generic suggestion I have is to try a reset of the device (hold the on/off/sleep button and the home button at the same time until the Apple boot logo appears).
P.S. Just to answer as to your very first post, it is not an iOS 7 issue as my iPad 4 and iPhone 5 with iOS 7.0.3 have both the send gift and redeem buttons, so you should see it normally.
