Q: How do I keep Bluetooth turned off?

I have a mid 2012 MacBook Pro, 15 inch. I don't have any Bluetooth devices. So I turned it off and disabled everything in Bluetooth properties. But I keep finding Bluetooth turned on. How do I keep it off? Checked with my help desk. They don't have a clue. Typically after I've been away from the MacBook for a few minutes I'll find it on. But not always. How do I find out what is turning it on?

MacBook Pro, OS X Mountain Lion (10.8.5)

    System Preferences > Network ...

Turn off BlueTooth and then Lock the lock in the lower left corner.

That should require an Admin dialog box to change it to ON.

Thanks for the advice. I'd already been to System Preferences > Network and turned it off. Still had same behaviour. Deleted the items. Still had bahavior. I have added the Bluetooth options (PAN & DUN) back and inactivated them and locked the panel. Will see if that helps.

Thanks for your help Grant. Turning off Bluetooth and then locking has resolved the problem with Bluetooth on system level. Still have a problem at Application level. I'm running Windows 7 on Parallels as well. Seems every time I boot or shut down Windows 7, Bluetooth gets turned on again. I'm troubleshooting that activity over on the Parallels site.
