videos on mac
My mother has videos in her iPhoto Library. Her mac does not support Airplay. Are those videos accessible on an apple TV?

Yes, assuming they are in a supported format.
You can either view them via computers > photos or move them to iTunes and view them via computers > home video.
Moving them to iTunes will allow you to convert any non supported video too.
