Table of contents is empty because...

Although I created a word processing doc with defined paragraph styles, and selected them in the Document Inspector, my attempts to create a TOC result in the error message, "The table of contents is empty because none of the paragraph styles selected in the Document Inspector are used in the document". And yes, they're dimmed in the doc inspector. I want to turn the doc into a template but not before fixing this problem.

I am still using Pages '09 as functionality has apparently been removed in the new version.
