Now the two does not work what can happened upon release device (7.0.3)

Please help

    Sounds like you purchased stolen phones and / or didn't remove the existing iCloud account that was set up on them prior to updating to iOS 7. There is no way around the activation lock anti-theft feature. If you don't have the Apple ID and password for the account that was used to lock the phones, you can't use them. Ever.

    Not true,Target mobile does trade ins of ihpones all the time. Just sounds like one wasnt setup right and the owner didnt turn off find my ihpone. You would have to talk to Apple/carrier to fix this.

    If they are activation locked and you don't have the ID/password(s) used to lock them, there is nothing anyone can or will do for you. Apple won't help. That's the whole point of the anti-theft activation lock.
