You can use FaceTime, if your carrier supports FaceTime calls over 3G...not all carriers do. Or, you can use an app like Skype.

Already you know that ios 5 and 6 has a call reject option from lock screen but ios 7 have no option.
but we can reject call using sleep button.
why apple remove reject option from touch menu.
now sleep button used more and more....
please add call reject option as like as ios 5 and 6.

There is a "reject" option: Touch the "Remind Me" option on the lock screen, then cancel.
