Weird Photostream Error psl HELP

With my new Iphone 5s i've got problems with the Windows Photostream.

1-Scenario:
I take a photo

it shows up in the device folder Photostream
But not in my Windows (8) Photostream Folder

2-Scenario:

I share this photo on my device with another Stream (i'm the owner)

after seconds it shows up in my Windows Photostream Shared Folder

3-Scenario:

Today i tried to Upload something

And i get the message there was an unexpected server error.

On the Apple status site there is now problem.

with my previous iphone it worked very well.

I have tried:
Turn the stream off&on again on the device

Logg off&on again in icloud on the PC

Reset all Documents in icloud.

doesn't work so please Help
