Nov 21, 2013 12:00 PM in response to SEG68by BradNet,I finally got this to work. Here's my procedure (and it's not ideal).
On all phones, background run must be ON for FMF.
On my phone:
Delete app
Reboot phone
On my wife's phone (yeah, this is why it's not ideal):
Delete app
Reboot phone
Reinstall app on both phones
Sign in on both.
Setup geofence via Notify Me when (wife) leaves home on my phone
Setup geofence via Notify Me when (husband) leaves home on her phone
Et voila.
Notifications started working again.
So, it's not ideal because it requires your target to delete, reboot and reinstall/signin for this fix to work. That said, if you're using it to track your kids when they're out on dates or whatever, you should have access to use this workaround.

Feb 10, 2014 7:14 PM in response to SEG68by chcn,For me just following the instructions in the Find My Friends app's built-in help worked (as suggested at http://support.apple.com/kb/TS4008). In particular, I didn't realize that the Find My Friends app has to be running on the target phone and can't have been force closed. (I wonder if that's the same with a reboot then.)
This seems to have changed from iOS 6. It's a stupid change.
