It sounds like you are not able to transfer your purchases from your iPhone to iTunes on your PC.
I recommend downloading the purchases directly to iTunes from your list of past purchases. As long as you're signed in with the same Apple ID, you will not be charged for the purchases:

Additionally, you can have the iTunes purchases made from your iPhone automatically download to your computer using the steps in this article:
