First, to confirm, are you using a credit card or a debit card? Debit cards are no longer accepted in most of the iTunes Store. If it's a credit card, is it a card that was issued by a bank in the country whose iTunes Store you wish to use and with the billing address also in that country? You cannot use a card that was issued by a foreign bank and/or that has a billing address in another country.

    Regards.

Thank you for the information. I used debit cards. Is there anyway to find out if I can just select no payment method for the moment becaase getting a credit card would not be instantaneous and also the site doesnt show if I could get a itunes card and use it in my store. till then I just have a stock 5s which is really sort of worse than having no 5s . I live in Oman.

    Regards.

You can only avoid providing a payment method by following the procedure here:

    http://support.apple.com/kb/HT2534

Read the steps carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.

You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    Regards.
