Q: I did a full backup of my machine, then reinitialized the hard drive and installed Snow Leopard. Then I upgraded to Mavericks. When I did the data migration from Time Machine it told me "this user needs work before migrating", it is the only user set up.

I went ahead and did a migration, but none of my pesronal settings such as very important bookmarks in Firefox.

Mac mini, OS X Mavericks (10.9)

    I had exactly the same problem. I went ahead and clicked through and created a new name. In my case, it turned out my new HD was too small, so it then gave me a chance to deselect some of the files from the back up. Then it all worked. Keep trying and I'm sure you can get it to work too. It did take me a couple tries to get it right.
