There is no FaceTime icon in my 4s. Installed IOS7.0.4. still no icon in home screen. So how can I installed it

who told you that there is an independent app called facetime on ios 7 ?
With the new IOS 7 update, there is a new facetime icon.
however facetime has been banned by the government in some Middle eastern countries, there is no way to install or get it.
with that said where are you located and where did you buy your phone?
If you go to settings - general - about - model - if you see AE in it then you won't and can't get facetime.
in the contact information there is an icon for facetime.
