convert final 30fps to 24fps

What? Are you asking how to get the 24fps look, at 29.97 fps? or how to convert 29.97 final to 23.98 to fulfill the film festival requirements?

I just had this same issue...indy doc that has been shooting over 8 years, started as SD 29.97, but eventually had some HD at 29.97...all needed to be HD, so I did so, and had a 29.97 master. Now required to deliver 23.98. I did the smart thing and took it to a post facility that has a Terranex and had them convert it. $100/hour, so $300. And it looks great. I tried so many other software methods and all had odd recurring frames, or jumps due to frame removals, and didn't look smooth.

First off the Teranex is the way to go. If you're on a budget try this. You may or may not like the results, but it's free.

Conform your 29.97 to 23.98 in cinema tools. Take it into FCP7 and speed it up 125%. Add a deinterlacing filter too. I think the FCP7 deinterlacer gives you half resoltuion so it will look a little softer. You can try it with and without deinterlacing. Export a Quicktime. Just export small section for QC so you don't take too much time trying this. You may or may not be satisfied.

If not there's always the Teranex.

Open up Compressor and have a go. You will want FRAME CONTROLS set to ON.

Pick a few sample scenes. Convert them with Frame Controls set to "Better" then take a look. If not acceptable, set the controls to "Best" and be prepared of a very long wait. Then take another look. If that doesn't do it for you, go the Teranex route.

Posthumous, have you ever tried the compressor workflow that Studio X describes? That will give you much better quality than deinterlacing in fcp7 and it's also free. Perhaps not has good as the Teranex, but I did a feature doc this way for a theatrical run and it looked great projected on the theater.
