What is No Contract?

I keep getting this message when I am trying to publish my book to the iTunes store.

No Contract.You do not have a contract in effect for this territory. Please work with your iBooks representative to enter into a new contract if you wish to sell your books in the territory in question.

How do I get a contract?

Could you provide details about how you are trying to publish, what app you are using, etc? Did you never have to complete a contract earlier? At the bottom of the FAQ are some contacts that might help
