Is there a way that i can downgrade itunes to a version lower than 11.1.3.8 because it was working perfectly fine back then. Now i can't download any music.
iPod touch (4th generation), iOS 6.1.3
In otherwords, i updated it to its latest version.

Removing and reinstalling iTunes, QuickTime, and other software components for Windows Vista or Windows 7
or
Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP

Have you tried on another computer to help determine if you have a computer or iPod problem?
I only have one laptop. But what am i going to do about my music?
I just uninstalled it and installed it again. But still, it does not recognize it..
