Q: because i got deployed again is that why the movies i managed to buy and download while i was overseas, returned home didnt have internet and couldnt icloud them  and was again deployed overseas is that why it was deleted?

By 'deleted' do you mean that they don't show for redownloading ? All content is tied to the account that it was bought with, and to the iTunes store that you bought it with - so if you've changed countries then they won't show in the Purchased links for redownloading.
