I have the last generation iPad 4 and seem to not update software iOS 7 it says can't install coz I'm no longer connected to the Internet when I see I clearly am connected to the Internet what does that mean

Exactly how are you trying to update? OTA (over the air) via the device? If so, instead try to update by connecting the device to your syncing PC with the latest version of iTunes installed.
