Why can I not lock the Safari window to display?

Before Mavericks, the Safari window would always open on the last display to close one. In this way, I could lock the Safari window to my second display. With Mavericks, it always opens on the primary display--no matter what. The ability to open it on my display of choice made things easier as I could have Mail and Safari windows open simultaneously without one trying to cover the other.

I would like to see this ability restored.
