iOS 7 cellular data settings won't save on iPhone 4s???

I'm using a 16GB iPhone 4s, with the latest version of iOS 7 as of writing this, version 7.0.3. Whenever go to the "Cellular" settings on the main settings page and turn OFF cellular data usage for a lot of my apps except for a few key apps that I need it for (Mainly Mail, FB Messenger App, Google Maps, and What' s App that I leave on), the moment I back out and come back in, almost all the apps I turned cellular off for are back on again. I've tried turning background app-refresh off thinking it was overriding my cellular settings, nothing. I've tried restarting my phone a bunch of times, nothing. Nothing I do seems to fix this issue and it's frustrating because I have the minimum data plan from AT&T and I can't turn cellular off completely because I don't have a texting plan and depend on iMessages, FB Messenger, and What's App to get messages from people, and a lot of times it can be urgent so I need to figure out how to fix this stupid bug. Anybody else have a similar issue and/or know how to fix this?

Wow, your directions were so clear! I am so happy I was able to fix this with your assistance, mahalo mahalo nui loa!!


I found this issue/glitch to be extremely annoying, I believe it showed up after I used the "reset statistics" button, I needed to reset my data usage for my new phone cycle. However, I am not 100% certain that is truly when the glitch showed up.


Thank goodness for peer-to-peer help. You patiently and thoroughly typed out the steps and I sincerely appreciate you for that.

It happened to me twice.It is the only solution that works.

I think that the corruption happens when the phone is switching from wifi to cellular data somehow.


I got 2 and 3 as values in my database file.


Thank you my friend .


I hope apple will see this solution and reproduce the issue for further debugging :)

Hi mark_martin, from what you've written I can't tell why it's not working for you.


In either case, it seams that you're running a jailbroken device and probably some app that you installed is overriding iOS default behaviour.


If you find a solution for your problem please share it afterwards.

It happened to me once on step 16 that file CellularUsage.db was not replacing the original. Be sure that on the right side of the screen your viewing the WirelessDomain/Library/Databases/ folder in order to overwrite the CellularUsage.db properly.


If you just used the search option and wrote "CellularUsage.db" the tool will look for that file in every folder but the right window will not be positioned on the WirelessDomain/Library/Databases/ folder.


I agree this may seem a bit tricky, but I didn't make iBackupBot 😉

First of all thank you very much for replying, that's very kind of you. 🙂


My iPhone 4S is on iOS 7.0.6, and my mac mini has OSX 10.6.8. Just to let you know.


I actually have done it the way you said in the reply, even at the first 2 times. I didn't search for the file, I looked for it manulay.


but still did not work.


I've noticed that the Permission for the "Cellularusage.db" is (-rw-r--r--) in the iBackupBot. Could this be why it's not rewriting the changes, because it's write only for the admin.


I had a similar problem before, although I AM the ADMIN, but for some reason, the permission didn't let me rewrite.


Also on Step 13, should I EXPORT the file before DISCONNECTING it, or just disconnect.


And Last thing, Step 17, when I right click the imported Cellularusage.db, a window has 3 checkboxes, the upper 2 boxes checked and the third is not. Could that be the problem.

Please help! I'm up to step 17 but I got the message "No device connected". I have my iTunes open and I can see my phone there but not on iBackupBot.


I'm quite sure your solution will work as I have already found the value 2 in those apps that won't turn off. But now I can't restore the edited values.


I have checked FAQ on iBackupBot's site but couldn't find anything there. Hopefully, you'll know something. Thanks in advance!
