iOS 7 cellular data settings won't save on iPhone 4s???

I'm using a 16GB iPhone 4s, with the latest version of iOS 7 as of writing this, version 7.0.3. Whenever go to the "Cellular" settings on the main settings page and turn OFF cellular data usage for a lot of my apps except for a few key apps that I need it for (Mainly Mail, FB Messenger App, Google Maps, and What' s App that I leave on), the moment I back out and come back in, almost all the apps I turned cellular off for are back on again. I've tried turning background app-refresh off thinking it was overriding my cellular settings, nothing. I've tried restarting my phone a bunch of times, nothing. Nothing I do seems to fix this issue and it's frustrating because I have the minimum data plan from AT&T and I can't turn cellular off completely because I don't have a texting plan and depend on iMessages, FB Messenger, and What's App to get messages from people, and a lot of times it can be urgent so I need to figure out how to fix this stupid bug. Anybody else have a similar issue and/or know how to fix this?

I did some modification on mbb1978's steps and is able to get cellular data to work. the toggle still shows off when viewing in Settings.


For this, you'll need:

Steps:

  1. Disable Find My Phone in Phone icloud settings
  2. Disable iPhone Passcode
  3. Make a complete iOS backup using itunes

    make sure NOT TO ENCRYPT the backup, otherwise iBackupBot can not use it.

  4. Open up iBackupBot
  5. Navigate to your newest backup on the left top space
  6. Go through the file hierarchy until you reach

    WirelessDomain/Library/Databases/

7. Delete the CellularUsage.db file from your backup.

8. Restore from the same backup (without the cellularusage.db) using iTunes.

9. After complete restoring, i went to settings, flipped every single "Use cellular data for:" toggle. (On > Off and Off > On)

10. Restart the phone, go to settings and turn back on everything for "Use cellular data for:". (when you close and view again, some is gonna be back to off position.)

11. try to use cellular on one of the cellular disabled apps.

I gotta' admit I was amazed that this worked on my first shot. Did it using Windows 7, and on an old iPhone 4 w/ iOS 7.1.2. Followed all the steps carefully/slowly/precisely. The iBackupBot and SQLiteStudio links are still good. Step 12, apply changes by clicking the check orange button, mine was a green square "check" box, but that may have been a Windows v. Apple thing.


Just to clarify, this was having to do with all the Apps reverting to the "on" position in Settings/Cellular Data, no matter how many times attempting to manually specify and turn off. And even though they were all stuck in the "on" position, the Apps themselves didn't recognize that they were connected to Cellular Data, so they didn't work anyway (unless completely turning off Cellular Data and just using WiFi, etc.).


Anyway, all of my flags in the COLUMN had converted to the number/value 2, so I changed them all back to a 0 (zero), aka the "off" position.


All said & done, when the process was complete, I fired up my phone and all the Apps were in the "off" position under Cellular Data. I was then able to manually turn "on" the ones I wanted on, and everything's good to go 🙂

Yes, it is indeed quite pathetic that this is still going on!


I have a relative's iPhone with this exact problem that I'm trying to fix - so far the only suggestion that seems to be a foolproof 'fix' is to completely wipe and 'rebuild' the phone. NO restoring of backups - manually reload everything: apps, data, everything, from scratch.


That's like a contractor saying: "In order to fix that one bad tread in your stairs, we'll need to demolish and rebuild your entire house."


THAT IS NOT AN ACCEPTABLE SOLUTION, APPLE!


It is also not acceptable that Apple has continued to ignore users reporting this problem for the last several years now. Can Apple not, with its billions in the bank, hire one individual to monitor these forums, make note of those with hundreds of messages about a bug which affect many users across the entire iPhone product line, and report those to Apple's engineering to fix immediately?


It's not like this is a minor user interface issue - this affects core functionality of the device!


Given the length of time this massive bug has gone unfixed, I can only conclude the following about Apple's Quality Assurance department:


  • It is of the mindset of "Well, every iPhone user can afford an iPhone, Apple Stock, etc. so they must also be able to affort unlimited fees for cellular data usage too. We don't need to bother testing if turning off cellular access to apps actually works."
  • If it is not of the above mindset, then the QA department simply doesn't exist, and regular users are Apple's "Quality Assurance" department.

Has anyone that's been affected by this tried on iOS 10? Does iOS 10 fix this issue?


The only suggestion @AppleSupport gave me was to wipe the phone and set it up 'as new' completely, without using my backups, which is not ideal since that means I lose out on all my data that's only part of a backup (not synced with iCloud).


And if iOS 10 doesn't actually fix the issue, even going with a 'as new' phone doesn't mean that this same problem won't happen again in the future (so losing my data would end up all being for naught).
