iOS 7 cellular data settings won't save on iPhone 4s???

I'm using a 16GB iPhone 4s, with the latest version of iOS 7 as of writing this, version 7.0.3. Whenever go to the "Cellular" settings on the main settings page and turn OFF cellular data usage for a lot of my apps except for a few key apps that I need it for (Mainly Mail, FB Messenger App, Google Maps, and What' s App that I leave on), the moment I back out and come back in, almost all the apps I turned cellular off for are back on again. I've tried turning background app-refresh off thinking it was overriding my cellular settings, nothing. I've tried restarting my phone a bunch of times, nothing. Nothing I do seems to fix this issue and it's frustrating because I have the minimum data plan from AT&T and I can't turn cellular off completely because I don't have a texting plan and depend on iMessages, FB Messenger, and What's App to get messages from people, and a lot of times it can be urgent so I need to figure out how to fix this stupid bug. Anybody else have a similar issue and/or know how to fix this?

I've tried all of these steps and unfortunately it didn't work!

So, I tried to restore my iPhone from my latest iCloud backup a it worked!!

Guyz.. I updated to ios9.. and i have this issue. Can anyone let me know if this fix works for ios9?

or a simple restore iphone back up from itunes work?

It started to happen in my iPhone after the update to iOS 9.

I've tried the procedure posted here, even deleting the Cellular.db file and issue still continues (I've confirmed the file was deleted because a new one was generated, but the apps that does not work with cellular data shows a value of 4 instesd 0 or 1).

It looks something changed in iOS 9 in the way it works.

It's driving me crazy!!!!!

Have you tried to restore and then return your backup from iCloud??

Unfortunatly not. I followed the procedure to the letter and after a reboot the settings are the same.

Also a complete restore from backup with deleted file did not fix it.

I hope a genius (not apple...) will sort this out 😢😟

I did some modification on mbb1978's steps and is able to get cellular data to work. the toggle still shows off when viewing in Settings.

For this, you'll need:

iTunes
iBackupBot (http://www.icopybot.com/itunes-backup-manager.htm)
don't worry about registration, you won't need it

Steps:

Disable Find My Phone in Phone icloud settings
Disable iPhone Passcode
Make a complete iOS backup using itunes
make sure NOT TO ENCRYPT the backup, otherwise iBackupBot can not use it.
Open up iBackupBot
Navigate to your newest backup on the left top space
Go through the file hierarchy until you reach
WirelessDomain/Library/Databases/

7. Delete the CellularUsage.db file from your backup.

8. Restore from the same backup (without the cellularusage.db) using iTunes.

9. After complete restoring, i went to settings, flipped every single "Use cellular data for:" toggle. (On > Off and Off > On)

10. Restart the phone, go to settings and turn back on everything for "Use cellular data for:". (when you close and view again, some is gonna be back to off position.)

11. try to use cellular on one of the cellular disabled apps.

Put me also on this list. Settings do not stick with iOS 9 and an iPhone 5, but works on my (work-) 5s.

Tried this on iPhone 6plus twice, doesn't change the settings to on if i use a 1 in the flag. on 9.0.1 IOS

IOS 9.0.2 out today resolves this issue, at least it did for me.

Finally it was solved by Apple!

Update 9.0.2 fixed the issue.
