Q: iOS 7 cellular data settings won't save on iPhone 4s???

I'm using a 16GB iPhone 4s, with the latest version of iOS 7 as of writing this, version 7.0.3. Whenever go to the "Cellular" settings on the main settings page and turn OFF cellular data usage for a lot of my apps except for a few key apps that I need it for (Mainly Mail, FB Messenger App, Google Maps, and What' s App that I leave on), the moment I back out and come back in, almost all the apps I turned cellular off for are back on again. I've tried turning background app-refresh off thinking it was overriding my cellular settings, nothing. I've tried restarting my phone a bunch of times, nothing. Nothing I do seems to fix this issue and it's frustrating because I have the minimum data plan from AT&T and I can't turn cellular off completely because I don't have a texting plan and depend on iMessages, FB Messenger, and What's App to get messages from people, and a lot of times it can be urgent so I need to figure out how to fix this stupid bug. Anybody else have a similar issue and/or know how to fix this?

    Hey there,

I went through everything you described so I totally get how fking annoying this **** is.

Anyway after 5 hours of headbanging and screaming I found a simple fix:

    1. Delete the CellularUsage.db file from your backup.

    2. Restore from the same backup (without the cellularusage.db) using iTunes.

Viola! problem solved. The only thing you might have to do is re-configure your data settings.

    Good luck!

If iOS is capable of creating CellularUsage.DB file on-the-fly everytime it doesn't exist, this makes an awesome solution

Maybe amcamazing or nuno.bett should post a consolidated list of steps using the delete solution and we can mark that as the answer to this issue. I was having this same annoying issue that you'd hope would have been fixed this Nov 2013 post or however early this was originally identified.

These are the Steps of both nuno.bett & amcamazing together for solving the problem:

    For this, you'll need:

    Steps:

    1. Disable Find My Phone in Phone icloud settings
    2. Disable iPhone Passcode
    3. Make a complete iOS backup using itunes
      1. make sure NOT TO ENCRYPT the backup, otherwise iBackupBot can not use it.
    4. Open up iBackupBot
    5. Navigate to your newest backup on the left top space
    6. Go through the file hierarchy until you reach
      1. WirelessDomain/Library/Databases/

            7. Delete the CellularUsage.db file from your backup.

            8. Restore from the same backup (without the cellularusage.db) using iTunes.

    And thats it

All Thanks goes to nuno.bett for all the steps UP TO step No.6

For the last 2 steps, amcamazing is the one to thank

They've both done a GREAT job

    Thank you guys

Well, heck, when I got to #9 on your previous post; there were no tables or bundles. Maybe my phone is not set up correctly? I got to #7 and #8 but that was it. I never could close anything below the "cellular" on/ off on my phone.

I have service that starts with "A" ends with a T" wonder if that is the problem? It already ate up my data for the month.

Do I start over from itunes?

nuno.bett - I followed your instructions to the letter and it worked perfectly.  Maybe this will help with battery life as well.  Before I did that though, I did the update that came up on my phone just today (June 30, 2014).  I think it was iOS 7.1.2.  I did that before attempting your fix.  That update fixed all but two of my apps.  One of those was iBooks.  So, I still followed your instructions and it worked for those two apps.  Thank you a ton.  I have a friend or two to contact now!

Sorry, Narimann.  I'm new to this posting on this forum.  Didn't realize I was responding to you and not the proper person.  Hope you got your issue fixed as well.

    Hello,

I've found the solution that has worked on my iPhone 5s with iOS 7.1.1.

    SOLUTION:

1- Turn all Switches Off and back on.

    2- Restart your device

3- Turn all Switches Off and back on again.

    4- Restart again the device

    Settings would be fixed.

    Thanks from Spain.
