Once again: Has your iPad ever been jailbroken?
On the other hand, if your iPad was working perfectly well before the upgrade, then try restoring it using the DFU mode again.
Make sure that you are in fact using the DFU mode.
It can easily be confused with recovery mode.
Also, your iPad could be locked with "Find My iPhone".
You may need to disable "Find My iPhone" first by signing in to icloud.com with your Apple ID and turn off "Find My iPhone".

Nov 18, 2013 3:10 AM in response to Apfelwurmby Max Doty,I've never jailbroken it...I purchased it used about a year ago...have been using it since with no problems...I did a fresh install os when I bought it through itunes so I doubt it was ever jailbroken.... if it was I would say the fresh install erased it... I have tried DFU multiple times...I am sure it was DFU .... black screen after 10 second count...it remained black while installing... I have seen many errors throughout this process.....unable to update / restore, error, 3194 not eligible roe request ( i took care of that with different OS) , and a -1, ....nothing seems to work.... This ipad was working fine friday night... I clicked update and it hasn't worked since... I have no warranty from Apple...

If you can trust the previous owner, simply ask him or her, whether the iPad has been jailbroken.
It is definitely not normal that you have all these problems with your iPad.
You could ask an Apple technician specialized in iPad's to get his/her view of the situation.
If even the DFU mode cannot restore your iPad, then I have run out of advice for you.
There are some very knowledgeable iPad users in this forum and I see that none of them have joined this discussion either.
