I just checked my iPhone 4S and it is on IOS7.0.4 and says it is up to date. I guess it will update when its ready.

While this article cites Verizon, previous articles on the same phenomena also rightly mention Comcast and other ISP's as well. It's simply business. They want to be paid to handle the larger streams Netflix is providing. And until that's done, some people will continue to experience the problems which caused this thread. Fortunately not me, as my ATV's provide House of Cards at full quality, and have been working well for weeks.

Roku 3 (Set to 1080p Native to TV) Wired, not Wifi, Airport Extreme
Panasonic Smart HDTV - Wireless, Airport Extreme
XBOX One (Set to 1080p Native to TV) Wired, not Wifi, Airport Extreme
iPad Air - Wireless, Airport Extreme
Only one of these is ever tested at a time, in case you ask. We do have the upgraded "Multi-Stream" plan with Netflix as well (Yes, I thought it would help).
All with the exact same "HD" quality streaming issue (crappy, in technical terms) on all devices during Prime Time viewing.
All of them.
Stream HD Amazon Prime content Amazon on Roku 2 or 3? ATV or Roku HBO-Go, PBS, and WatchESPN content?
Pure 1080p Perfection.
It's become a sad joke in our home, we start content in the Netflix "Super HD", then after 2 minutes head to Roku for Amazon Prime or ATV HBO-Go.
This is a challenge with NetFlix, not Apple. Again, I suspect the massive demand for streaming content to users with shiny new Holiday gifted tablets, ATVs, Rokus, [enter game console of choice], SmartTV, Blueray, the list goes on...

For the first few hours after the update my ATV was doing much better however now not so much. I don't have any trouble getting superHD with my other devices although tonight the ramp up is slower and peak bandwidth is lower.

Feb 22, 2014 1:10 AM in response to DustyStormby RogerJoensson,-Tired of the Netflix quality via AppleTV and Macmini (stutter, jerky), I got my self a Toshiba Encore WT8-A tablet with Windows 8.1 and made new tests. I just now ran the Example Short 23.975 clip. The results:
AppleTV 1080 kb/s
Macmini 3000
Netflix app (Toshiba tablet) 1750
Netflix in Internet Explorer (Toshiba tablet) 5800 -Beautiful!
I did it a second time, with the same results. The win 8 app doesn't seem to handle it very well either. Stange. So what's the point of that one? Still, the AppleTV is the worst performer with the win 8 netflix app runner up.
I have a hard time beleiving that Netflix isn't handling different devices/apps differently. Why on earth would the Netflix app perform so much worse than Netflix in Internet Explorer on the same tablet?

Feb 22, 2014 5:52 AM in response to DustyStormby Alan Bruce Ammerman,If it's not cause-and-effect it's a heck of a coincidence: I did the ATV update last night and then started the "Example Short" video on Netflix. (This was Friday night about 8pm) Result: the highest bitrate score and the highest resolution video I have EVER seen (on this video). Definitely 1080, and it lasted for at least two minutes (that's as long as I can stand to watch that video). And no "stuttering" or halting to buffer once it began. Of course we'll have to wait and see if this improvement lasts, but I'm hopeful.
