So yes, it is all structured by business, but we already knew that. The interesting thing is that some Comcast subscribers were getting Netflix fine on devices other than the Apple TV, so more is obviously at work.

Not really. I doubt this was even true for all Comcast customers but it certainly wasn't true for those of us that saw the ATV-only problem go away immediatedly after the 6.1/7.1 update was installed.

To be taken with a grain of salt...
[Level 3 VP Mark] Taylor charges the unnamed ISPs (five in the US and one in Europe) with "deliberately harming the service they deliver to their paying customers," (as show by the graphs above displaying a maxed out connection and subsequent packet loss). He points out that all exist where the providers have "dominant or exclusive market share" and that these problems don't exist where customers have multiple broadband choices.
