So I just checked and now my Apple TV is sourcing from Limelight Networks (and same as last night continues to get 5800 kbps). While I was still seeing the issue my Apple TV was sourcing from Netflix Streaming Services while Airplay was working well and sourcing from Limelight Networks (see my Dec 12 post)
This seems to support your theory above.

This seems to support your theory above.
This makes a ton of sense and is consistent with what I've been told by apparently competent Netflix tech support staff about different CDN's serving different devices.
Users who are still having trouble with their ATV streaming should look at their router to learn how to determine what open connection(s) their ATV has while streaming netflix and also how to block, via their firewall, that particular CDN ip range.
I have been unable to find a definitive list on the net of Netflix CDN ip ranges which is somewhat interesting. As I think about it, this could easily address a large swath of streaming problems where the user's pipe is apparently sufficient (10Mb+) but the quality simply isn't there. It is consistent with the tendency of level 1 Netflix reps to have you test with a computer (once they've wasted your time making sure you aren't streaming over WiFi) "because it works better".

I've seen multiple devices served by the three networks I've seen. The Apple devices tend to use llnw but it's not exclusive. Only the ATV has problems with Netflix own CDN.

Filtering should probably be specific if you have non-ATV Netflix clients.

Dec 18, 2013 6:50 PM in response to DustyStormby Zathrak,Add me to the success list. For a month or so, I was only able to view Supernatural or Louie in SuperHD exactly one time...until tonight. Netflix took about a minute to rehash itself via the spinning wheel but afterwards, Supernatural had no hiccups whatsoever (as expected for 35mbps down per speedtest.net) and looked great in full 1080p.
Now, let's see how they handle the PR nightmare that this has caused both Apple and Netflix. Either way, very pleased that they finally addressed it after a month of pretending it wasn't an issue. Better late than never I suppose. :-)

However, my wife's Surface just made it up to 5800, though it is bouncing around and not sticking at 5800. Every device I have is bouncing around with Netflix at the moment (though most at higher peaks than ATV), so I'm going to withhold judgement until my network settles down.

---For the suggestion of blocking "nflxvideo.net (108.75.32.0/20)" at the router firewall level. The quality is still good on my ATV but I'll have to figure out how to block if the quality becomes poor again. This would explain why using a VPN works; also why Verzion cellular was giving me a better quality stream a earlier this week.
I looked up 187.75.32.0 and it's AT&T Uverse although nflxvideo.net is of course registered to Netflix. Bodsom are you using Uverse?

Mine took right off without doing anything.As far as roku 3 i tried one when all this started & didnt like it, wifi weak, pix quality not as good as atv.

I to would like to know what fixed the problem & who fixed it.Sometimes just good old common scense works better .

Sorry, that was a typo: it's 108.175.32.0/20. By the way, there can be some downsides to this. It will break some clients (apparently none of the Apple clients) and if that CDN is the sole source of a stream the stream will be unavailable so you should only apply this filter to your ATV.
