You can connect it to a computer that it is synced to, then restore it from backup. You will need to put it into restore mode by turning it off and holding the home button then plugging it into your computer. it will say its in restore mode then you can restore it. But if you dont have a computer that it has been synced to, bad luck, you will have to restore it and lose all your information.

Disabled

Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If recovery mode does not work try DFU mode.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
