Why can't I get iOS 7 for iPod 4?

Why can I get it. Apple just released iOS 6.1.5 BUT NOT 7.0 or whatever that is out there

Because that iPod touch model doesn't have the 512MB of RAM needed to run iOS 7.

But then what do you do, if iOS 8 is coming out later this year and its all ready hard to do thing with out iOS 7?
