AirPlay Mirroring needs OS X Mountain Lion or later > http://support.apple.com/kb/HT5404 Your MacBook is compatible, so you have two options:
1. Upgrade to OS X Mountain Lion or Mavericks. Open the Mac App Store and download OS X Mavericks. Make a backup of your files with Time Machine and check that your apps are compatible > http://www.roaringapps.com After upgrading, you will see the AirPlay icon on the menu bar.
2. Keep Lion and use an app like AirParrot or Beamer to mirror your MacBook Air's display to the Apple TV

1. Make sure your AV Software Firewall settings reflect that you're using a "Work or Home Network" instead of "Public Network." I'm using McAfee, so I went to the Preferences tab and changed this designation on my Firewall. If you don't have this option, you may have to turn your AV Software Firewall off.
2. Turn on Apple TV and ensure it's connected to your network.
3. On your MBA, Go to Sytems Preferences>Displays. Check the box next to "Show mirroring options in the menu bar when available."
4. Next to "AIrplay Mirroiring:", Click on the pull-down menu and selelct your Apple TV device.
This worked for me,

If it is Off, the Airplay icon won't show up on your computer.
