All the iOS devices compatible (iPhone 4 and later, iPad 2 and later, and 5G iPod touch) with iOS 7 have at least 512 MB of memory (RAM). The 4G iPod only has 256 MB

apples A4 chip underclocked from 1ghz to 800mhz
256mb ram same as the ipod touch 3rd gen
while the 5th gen has
apples A5 chip NOT UNDERCLOCKED running at 1ghz
and 512mb of ram
basically the 4th gens hardware is outdated to run IOS 7
the iphone 4 has the A4 chip but still has IOS 7 and thanks to that it struggles with IOS 7

The iPhone 4 and 4G iPod both have the same underclocked (800 MHz) A 4 processor and same graphics units. The memory difference has already been discussed previously in this discussion. Thus you added no new information in your reply one month after other replies.

Starting when iOS 7 was released, Apple now allows downloading the last compatible version of some apps (iOS 4.2.1 and later only)
App Store: Downloading Older Versions of Apps on iOS - Apple Club
App Store: Install the latest compatible version of an app
You first have to download the non-compatible version on your computer. Then when you try to purchase the version on your iPod you will be offered a compatible version if one exists.

If you want a higher version you need to get a 5G or 6G iPod
