iphone 4s wifi, hotspot and bluetooth not working after io7 update?

Hi i recently updated my Iphone 4s and suddently everything stopped working. I purchased the new ipad air and realised i cant connect via hotspot bacause it wasnt working. Infact with the slide up menu, everything would come on, but when i go on to settings, they're contantly loading and never on. My connection is also very poor since. Can someone please help. I've tried restoring network settings and also updated to ios7.0.3 and it's still continuing. I dont think there is anything faulty with my phone because Apple just gave me this in August so its pretty new.

Any help would be much appreciated. 😟
