I am unable to download IOS7.3 from my settings. Didn't download the original IOS7 yet. The message it gives me is that I am not connected to the Internet. But I am or I couldn't do this.

Suggest you connect to iTunes on the computer you usually Sync and Back up to to do the Upgrade to iOS 7.
Make sure you have the Latest Version of iTunes (v11) Installed on your computer

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased.

I did try to reset. Didn't work. Hadn't gotten to the iTunes solution yet when I got the notice for the IOS7.4 update. Was able to do that from the note in settings. Thanks for all the help.
