I don't understand your question. You HAVE an iPad that you cannot update?

I did update to iOS 703, then try to activate it but not success with Apple ID
Then I try iCloud.com I found the device and try to erase content but not working to iPad device and holding there in iCloud.com
It sounds like you've run into the Activation Lock. You must have the original password for the Apple ID that was used to set up the device. There is no way to bypass this.
I found a ipad I want to communicate with the original owner as I can do it
