Serial number disabled??

I bought my iPhone 4 at a pawn shop and when I wanted to activate my phone to Bell they told me they couldnt activate it and they had a thought that the serial # of my phone was disabled?? Is it because it was probably stolen?

Is it possible to reanable it? Or no?

I need answers asap
