Q: How can I choose my international carrier/network.  I have no Setting - Carrier tab)

I travel to Mexico a lot and want to be able to choose the international carrier/network my 4S uses.  Some friends have a tab under Settings that says Carrier, where they can set it to automatic or specifically choose one, but I don't have that option.  Is there an app that will give me the option?
