iPhone 4S iPad mini

I have unlimited Data usage and wanting to use dàta from cell phone to iPad mini. How can I set up hotspot or have service on iPad without paying additional monthly payment of $40. Service was dropped on iPad, only can use with wifi but I should be able to use cellular data

iPhone 4, iOS 7.0.1, iPhone 4S

Does your phone carrier support the personal hotspot function ? If they do then you should be able to enabled it on your phone via Settings > Cellular > Personal Hotspot on your phone, and your iPad should see the phone as a wifi network : http://support.apple.com/kb/HT4517
