Plug the iPad Mini itno your Macbook, open iPhoto and import all of the photos from the Mini into your library.  DO NOT let iPhoto delete the photos from your Mini.

For future photos taken with the Mini setup the iPhoto Photo Stream preferences as shown in this screenshot:

Now when any new photo is taken by the Mini or added to the Mini's Camera Roll it will be imported into your iPhoto library on your Macbook.

The easiest way to get the photos transferred would be to connect your iPad to the USB port of your MBA and to import all photos from your camera roll directly to iPhoto.

See this page of the iPhoto Help for your iPad:  Share your photos  and look at the paragraph "Send photos to your computer".

Or use Photo Stream:   iPhoto and Aperture: Using Photo Stream

If you are having iPhoto 9.5 on your Mac, the Preferences pane now looks differently: The PhotoStream is now in the "iCloud" tab.

And you need to enable it also in the System Preferences "iCloud" pane.

What is your iPhoto version on the MBA, and your MacOS X?

SInce you just bought the computer, I assumed it would be Mavericks and iPhoto 9.5?

What version of iPhoto are you using?  You need iPhoto 9.4 or later and the iPhoto PS preferences will be as shown in the screenshot.

Do you have iCloud enabled on the MBA along with Photo Stream?

Thanks for the catch.  Hadn't updated my plethora of screenshots for iPhoto 9.5.

No.  Just make sure both devices are signed into the same iCloud account and both have Photo Stream enables.  On a mobile device it will look similar to this:

    iCloud-iPhone Settings.png

If both devices are correctly setup and PS still isn't syncing disable Photo Stream in the System/iCloud preference pane

    Preview002.jpg

and in iPhoto's Photo Share preference pane.

    Preview001.jpg

Reboot and reenable both respectively. See if that will jump start Photo Stream.
