You need iPhoto '09 or 'iPhoto '11 to be able to order books. See: http://support.apple.com/kb/HT3412
The upgrade from iPhoto '08 to these versions is not a free update, you have to buy the newer version from the AppStore. What is your MacOS X version? Does it support the AppStore and iPhoto '11?

Nov 17, 2013 10:49 AM in response to kimcrossfitby Niel,Mac OS X 10.5.8 supports iLife 09, but not the Mac App Store or iLife 11. iLife 11 requires 10.6.3 when installed from a retail DVD and 10.9 for new purchases from the Mac App Store.

Or woould it be possible for you to ugrade your system to Snowleopard?
You could also try to print your photobook to PDF and try to find a professional print service, that can print your book on high-quality photo paper and create a hardcover book.
