Safari not working on iPhone 5?

For some reason, Safari on my iPhone 5 (running iOS 7) no longer works. Whenever I tap the icon to open up the app, it takes me to a blank webpage in which I can't do anything other than go back to the home screen. If I don't return to the home screen, it automatically takes me back in about 10-15 seconds. I've tried restarting my iPhone, clearing my history, cookies, and cache, and closing the app down when it's running in the background, but it hasn't changed anything. The only other thing I can think of doing is backing up my iPhone, restoring it to the factory settings, and reloadings my backup onto it. Any other suggestions?
