Safari has disappeared! [iPhone 4S]

Help! My Safari would not open, so I turned off my phone and then turned it on again, hoping that would help. When I turned it back on, Safari had disappeared. Checked all my screens--not there. Did a search and nothing pops up. Tried to re-download it from the App Store but it would not let me. Reset Home Screen Layout in hopes that would make it come out of hiding but it's still not there. Then, I decided to just download Chrome and forget about it, but it said Chrome downloaded but is nowhere to be found. When I check it again in the app store, it says "OPEN" which, when I click, nothing happens. Any ideas?? Phone is updated to 7.0.4 and I have restarted the device MANY times in hopes of resolving the issue, and Safari restrictions are set to "ON". It is connecting fine to my computer.


ETA: I can't download ANY apps, for some reason.
