Hi, I just found out from the apple reseller here in the Philippines that I can open-line my iPhone because it's already out of warranty. How can I do that online?

What does "open-line my iPhone" mean?
If you mean carrier unlock, then you would need to contact the carrier to which it is locked and ask if they offer this service and if you qualify.

The you cannot get it unlocked. Only the carrier to which it is locked can unlock it.

Apple does not do this. ONLY the carrier to which it is locked can do this.

I did that already but they do not do it here in the Philippines. They said that I need to contact apple support for them to unlock my phone. Since my phone is out of warranty then all I need to do is give them my IMEI number. And my proof of purchase. So I was wondering if I can do it online because the number that they gave me said I can do it online.
I concur with stedman; your cell carrier is wrong. Only the carrier can unlock an iPhone; Apple can do nothing on their own. If your carrier can't or won't unlock, and Apple's current information is that neither of the two support carriers, Globe and SMART, offers unlocking, then there's nothing you can do. You'll need to sell your iPhone to someone who can use it with the carrier it's locked to and buy yourself an unlocked iPhone or one that's locked to the carrier you wish to use now.

Open line means, Unlock it from the network where I bought my iPhone.
Then as RG said, you need to contact the carrier who whom the iPhone is locked. Only that cell carrier can authorize unlocking.

Your cellular provider is mistaken or lying to you. They are the only ones that can provide unlocking.
