Macbook charger-brand new, no light, not charging?

Hello everyone,

Recently I was having problems with my MacBook charger not working. It was almost 4 years old, so I figured it was time to order a new one anyways. So I ordered a new one and received it today, and the charger is still not lighting up. The laptop is also not charging, however it does recognize it because it says "Not charging" where the battery would usually be indicated. Does anyone have any idea on what would be causing this? I'm thinking it might be the battery, but not 100% sure. Here is what my laptop is showing:
