The option to change the APN settings will not appear unless you're on an unknown (unsupported) GSM network. If you're using an MVNO that piggybacks on a supported carriers network like StraighTalk or Net10, you will not get the option to change them because the phone can't tell you're not on AT&T or T-Mobile (assuming you're in the US).

If you go into Settings>General>About, what do you see where it says carrier? If there is a carrier profile there, that could be what is blocking your access to the APN settings. Even after unlocking the device, if a profile is there that restricts APN, it will stay that way until you insert a SIM that can change it. After you unlock the phone, if you put in a different SIM, did you go to Settings>General>Software update to see if there is a carrier file for that SIM provider? That could fix your issue. Otherwise, you will have to check with the new carrier about accessing the APN settings.
